SECOND YEAR ACCOUNT OF REPRESENTATION SPEECH (2011-2013) DELIVERED BY HON. (BARR.) SANAI OYENIRAN BOLANLE AGUNBIADE, MEMBER LAGOS STATE HOUSE OF ASSEMBLY REPRESENTING IKORODU CONSTITUENCY I, AT IKORODU TOWN HALL,IKORODU


 

PROTOCOLS

My days as the Welfare Director of the Students Union of the Lagos State College of Education (now Adeniran Ogunsanya College of Education), Otto-Ijanikin and later as the President of the Students Union Government of the Lagos State University instilled in me a consciousness that every individual electorate has a legitimate expectation attached to his or her vote and expects nothing less than the fulfilment of those expectations from the elected representative. Hence I concluded many years ago, that whenever I am entrusted with the mandate of the people, I will always strive to give account because to whom much is given, much is expected.

I wish it be recalled that in my first term, (2007-2011) in the Lagos State House of Assembly, I gave account of my stewardship, first in 2009 (mid - term) and comprehensively in 2011, (just before) the General Elections. The version of the said account of stewardship is reproduced in this Megaphone Extra.

For the current tenure 2011-2015, it is my pleasure to present to you, what I have done as the representative of the people of Ikorodu Constituency 1, between year 2011 and 2013. I have also brought to you, what to my knowledge, the Lagos State Government of the Action Congress of Nigeria, (ACN) (now All Progressive Party (APC), has been able to do for the people in my constituency since 2011. Some of these projects I facilitated; some I conducted oversight function on, but there is none I didn’t inspect.

To the extent that a legislator is elected first, and primarily as a representative of his people, my presentation will be divided into two categories- (i) Legislative and (i) Representative.

1.       LEGISLATIVE

A.      Plenary Session

I have a record of consistent attendance and contributory participation at the sittings of the House of Assembly. I have raised issues, moved and supported motions and participated in debates on affairs of the state and the welfare of the people I represent. In  summary, the followings are the motions I have moved on the floor of the House resulting in resolutions of the  Assembly that have had effect on the society.

 

i.           Harrowing experience of Commuters on Ikorodu /Ketu Road. 14th February, 2011.

ii.         Call for a Law to Establish Vigilante Groups as Community Security Marshals (CSM) in the State.

iii.       6th March, 2012. Motion calling attention to the Dilapidated condition of the Pedestrian Bridge at Mile 12 on Ikorodu Road and the need for necessary action.

iv.        16th April, 2012.  Motion calling for the suspention of of demolition of houses in Aribila community based on the Petition by Aribila Community Development Association pending the outcome of investigation on the matter.        

v.         Motion calling for suspension of demolition of over thirty buildings on plot 634 of thhe industrial Estate in Community pending the conclution and recommection of the committee of the Assembly charged to investigate the matter.

vi.        17th April, 2012.  A call for Urgent intervention of the House of Assembly in respect of the on-going rehabilitation of Obafemi Awolowo Road, Oke Ota-Ona, Ikorodu.

vii.      14th May, 2012. Poor state of Federal Roads in Lagos State with Special Reference to Ikorodu/Mile 12, Sagamu and Itoikin roads

B.      BILLS

Aside from private bills I co-sponsored, S.O.B. as your representative in Ikorodu Constituency I made good his promise to get the state take a practical step on the problems of “Ajagungbales” which has given Ikorodu a severely bad name within and outside the state and as I speak with you, I have initiated with the support and encouragement of Hon. Bayo Oshinowo, chairman House Committee on Lands, a private member bill to protect landed properties in Lagos State; criminalize and penalize activities of “Ajagungbales”, their sponsors and collaborators with imprisonment.

 

C.      PETITIONS TOUCHING ON LANDS

As Chairman House Committee on Judiciary, Human Rights and Public Petitions, I will say with some shame that over 60% of petitions in respect of disputes on land matters and associated violence are from Ikorodu, but to God is the glory for the courage and wisdom bestowed on me during the proceedings in resolving the matters and preventing violent clashes and blooding-letting. Also as it relate to land matters, I have as a legislator but substantially with the assistance of the Rt. Hon. Speaker of Lagos State House of Assembly and other members of the house suspended the demolition of over 500 houses at Odo-Nla; over a thousand houses at Aribila; over 300 houses at Oke-Arubi and almost 400 at Parafa.

 

2.       AS A REPRESENTATIVE

Aside from moving motions and sponsoring bills with positive impacts on the people, I have also made some direct impacts on education, youths and women empowerment, environment, road infrastructures, electrification, water provisions, employment, health and security of lives and properties, and above all, practical and feasible representation

A.      Education

Drawing inspiration from my primary school days when my academic performance was motivated by prize giving days whereas I was usually applauded, celebrated and given prizes, I initiated a contest among all primary, junior and senior secondary schools in Ikorodu Constituency I tagged Best Brains Contest (BBC). The schools have been involved in healthy academic contest, first in 2012 and recently in 2013, where each school registered the best two pupils and students in in each of the three categories. The registered students were then subjected to a general examination to test their knowledge of Mathematics, English Language and General Studies.

The best 10 students in each category were celebrated, given cash prizes and the school represented winning trophies. You would read the details in the megaphone extra.

B.      Advocacy on Education Infrastructures

Upon the invitation of Mr Matthew …………………, a former councillor in Odogunyan, I visited Odogunyan Junior and Senior Grammar Schools to assess the infrastructural challenges of the schools. I found the situation appalling and promised the principal and staff to act promptly on the challenges. Consequently, I addressed an emotional laden letter dated 15th August, 2011, with pictorial illustration of the infrastructural challenges to the commissioner for education. In her usual proficiency and responsive role, the commissioner for education replied my letter by a letter dated 23rd August, 2011, assuring prompt action. Today, an 18classrooms, 2 storey building have been built and commissioned, staffrooms renovated and entire school given a face-lift. Another set of block of classrooms have also been built at the Junior school awaiting commissioning.

There are also series of other agitations in respect of other schools.

C.      YOUTH AND WOMEN EMPOWERMENT

i.                     Women Empowerment

With the assistance of Deputy Governor of the state, who supervises the Ministry of Women Affairs and Poverty Alleviation (WAPA), the Permanent Secretary and my wife as a senior administrative officer in the ministry, I was able to facilitate the vocational training of over 650 women in my constituency. These women were trained in different vocations ranging from hair dressing, soap making, cake confectionaries, balloon & decoration, hart making and others. These women were drawn from all shades of the constituency and nominated by CDAs, religious bodies, distinguished personalities, party leaders and other stakeholders in the constituency. They were certified and the best 50 of the beneficiaries were given N10,000.00 each as encouragement from me.

ii.                   Youth Empowerment

In the last 2years, I have graduated over 500 youths in ICT training with the best three (3) beneficiaries in each of the 2 editions so far this year given a computer set each.

Today, another set of 250 students will be graduated with the best 3 students going with a computer set each. This latest graduants will bring to 577 the number of youths I have trained in ICT from 2011-2013.

iii.                  Empowerment for Small Scale Business (Free Interest Loan)

In fulfilment of my promise to the market women and men before the elections, I have in partnership with the Skye Bank PLC secured loan facilities to market men and women in my constituency without any interest payable thereof. I have also extended this loan facility to other small scale entrepreneur who are members of our great party, as well as members of Onward Movement of Nigeria, which is an NGO I oversee for self-determinism and reliance. It is not as if the bank does not charge interest on the loan, but I undertake to pay the interest on the loan to the bank upfront so that the beneficiaries can be saved from the usual micro-finance houses interest. I wish to reckon that in the first edition, 100 people benefitted, but in the second edition, 150 benefitted. The third edition will be disbursed today and another 150 people will benefit bringing the total number to 400people within two years.

I wish it to be noted that all market women and Onward Movement of Nigeria members have responded positively and promptly in repaying the loan within the stipulated time, but some members of the party who benefitted have not been encouraging in the repayment and we are working with the party to ensure compliance.

 

D.      ENVIRONMENT

I addressed series of letters to Ministry of Environment with request to drainages and canals and as at today, I am happy that the Ministry of Environment cleared the canal starting from Onisigida/Kokoro-Abu/Ota-Ona across Anibaba to link Igbe and on to Ijede Lagoon.

Also at Ikorodu West, the Ojokoro/Jokogboye/Okeriya canal has also been cleared. Other smaller drainages have also been cleared in the constituency.

 

E.       ROAD INFRASTRUCTURES

i.                     Awolowo Road (Ota-Ona/Itamaga)

The story about the reconstruction of Awolowo road has been told severally, there has been delay in the project, leading to deliberate accusation and blackmail and at time, deliberate distortion of facts and you will read the full details story containing in the Megaphone Extra, but today, I am happy to inform you that with the supports of Hon. Azeez Jimoh Olosugbo, leader Ikorodu Local Government Legislative Arm, opinion leaders and CDAs along Ota Ona like Ojoru, Agbele, Grammar School and Eruwen areas, especially the ever dynamic youth of the area, the contract is steadily progressing under a new contractor-the Arab Contractors and I wish to assure that as at the last discussion with the Commissioner for Works, the third phase of the road will be awarded and completed upon the completion of ongoing second phase which terminate at Eruwen.

ii.                   Shagamu & Itoikin Roads

Consequent to the deplorable and almost impassable condition of the Ikorodu-Shagamu road particularly between the FERMA Office to Odogunyan and Sabo-Itoikin road, particularly around Parafa, I rose on the floor of the housae and raised a motion which resolution was communication to the Federal Controller of Works, Lagos State. The Federal Controller acknowledged the receipt and assured of immediate palliative measure. The Commissioner for Works, Lagos State, also promised palliative action by the state government. I went further to invite pressmen out on visitation to the bad areas of the road, particularly at Okegbegun valley before LASPOTECH, Odogunyan park area and immediately after and Parafa side.

I also personally address a letter dated 19 November, 2012 to the Minister of Works to which I attached an electronic documentary of the states of the two roads. To drive my point home on the state of these roads, I went on air on paid advert calling the attentions of necessary authorities to the roads. I wish to report that sequel to all these efforts, there is glaring rehabilitation on this roads, first undertaken by Lagos State government out of concerned to the citizens and lately by the Federal government through FERMA which is statutorily required to maintain the road. I am happy that my efforts have yielded effects.

iii.                  Mile 12/Ikorodu Road

It will be unfair to say I facilitated the ongoing expansion of Ikorodu-mile 12 road, but the Governor of the state, Mr Babatunde Raji Fashola (SAN), will attest to my consistent efforts and agitation in respect of the road, particularly the 1am meeting I had with him in Germany on…………2010, during which he gave his final assurance that the expansion of the road will commence towards 2013.

There are also records of the series of motions I moved on the floor of the House of Assembly in respect of the road and inspection directed by the Lagos State House of Assembly of which I am a member of the inspection committee and for which further recommendations was also made.

The Commissioner for Works and Infrastructures, Dr Femi Hamzat will not forget my incessant calls and text messages to him, sequel to which several palliative measures were done and presently, the Managing Director LAMATA, Mr Dayo Mobereola will attest to my oversight suggestions and collaboration on the on-going expansion as it relates to vehicular movement.

iv.                 Inner Roads in Ikorodu

With the assistance of the Public Works Bureau, I have facilitated palliative repairs of many roads within my constituency to the attestation of the General Manager, Mr Gbenga Akintola, who I was dealing with directly. I have even had cause to grade some earth-roads in my constituency at my personal cost.

v.                   Owutu/Isawo Road

Mr Badmus of Isawo will attest to my role on the rehabilitation of the motorable condition of the road from Ori-Okuta junction to Igbo-Olomu junction in Isawo

 

F.       ELECTRIFICATION

With the assistance of the government of Lagos State and Ministry of Rural Development, I have facilitated the installation of transformers in the following communities in Ikorodu Constituency I:

a.       Lowa Estate in Ikorodu Central

b.      Dejuwogbo Community in Ikorodu Central

c.       Igbo-Olomu in Ikorodu West

d.      Ajagunro in Ikorodu West

e.      Odo-Nla Community in Ikorodu North and

f.        Onward Estate also in Ikorodu North.

Transformers for three other communities are in the pipeline, but the most certain to come very soon is for Unity Estate in Ikorodu North.

G.     HEALTH

I have assisted four members of my constituency to secure expensive medical treatment with the assistance of Office of the Chief of Staff to the Governor of Lagos State in the following areas:

1.       Sight surgery of Mr Sambo Yusuf

2.       Kidney surgery of Pa Amos Asha

3.       Sight surgery of Mr Abiola Abiodun

 

 

H.      EMPLOYMENT

I have secured employment for different members of my constituency as follows:

1.       A man from Ipakodo as Customary Judge

2.       A lady from Oke-Oriya, Ikorodu into the Lagos State Internal Revenue Board

3.       Two young men, one from Isawo and another from Oke –Ota Ona, both now working with LASRRA.

4.       A lady from Odogunyan now working with House of Assembly.

5.       A young man from Agbede now working with the Ministry of Agricultures and Cooperatives, Ikorodu Area Office.

 

6.       Two females, one from Owutu and another from Aga area of Ikorodu employed by Ministry of Education, District II and IV.

 

7.       Two young men working with CECC on the construction of Ikorodu/Mile 12 road.

 

8.       A youth from Oke-Ota Ona with Arab Contractors.

 

9.       Three young men with Dangote and

 

10.   A lady with Lucky Fibre PLC.

 

I.        BOREHOLES

I have sunk functioning boreholes in the following communities in the last two years:

1.       Ladega (infront of Oluwo’s house)                           Ikorodu Central L.G.

2.       Itunwolo                                                                              Ikorodu Central L.G.

3.       Itowolo                                                                                                Ikorodu West L.C.D.A.

The followings are rehabilitated:

1.       Aga Junction                                                                      Ikorodu Central L.G.

2.       U.P.E. Primary School, Ajagunro                                                Ikorodu West L.C.D.A.

3.       Adamo                                                                                 Ikorodu North L.C.D.A.

These are in addition to to the ones earlier done and situated at:

1.       Grammar School Junction                                            Ikorodu Central L.G.

2.       Owolowo road (beside Ijelu’s house)                     Ikorodu Central L.G.

3.       Adeboriogbon Strt. Junction (Ayanbadejo CDA)                Ikorodu Central L.G.

4.       Itunlayeode, Ijomu (opposite Balogun Jaiyesimi

Compound)                                                                        Ikorodu Central L.G.

 

The one sank at Itowolo along Ikorodu/Mile 12 road, is currently dismantled due to the road construction but will be reinstated when the construction work has advanced more clearly.

 

J.        PARTY PATRONAGE

I cognisance the party leaders as well as the party members, though for the party members who have not benefitted directly from my gestures would say I  have not done anything, but since no amn can satisfy everybody, I will continued to strive to show gratitude and appreciation for the votes I received and through which I hold the current position.

K.      RELIGIOUS PATRONAGE

I have continued to recognize both Islamic and Christian religion without neglecting culture and traditional religion whenever I am approached for assistance of invited to honour occasions. I will continue to appreciate them for supports.

 

CONCLUSION

To God I the glory for these few that I have accomplished in the spate of two years and from him I seek courage, strength, grace and wisdom to do more to his glory and the benefit of mankind in my constituency.

 

I am determined to do more as long as the people and the leadership of my party give me the special privilege to continue in this sojourn of political service, legislative exploration and practical representation. My faith is very far and strong that there is nothing God cannot do and to the extent that I see myself as a messenger in the I divine messenger. I pledge to continue to live in your midst with all challenges in order to continue with practical representation. With God, Ise Oluwa n te siwaju.
